Democrats. As dreary economic reports stack up, the list of measures Congress might take to help revive the economy keeps growing, from help for automakers to money for state governments and increases in food stamps and long-term unemployment benefits. Republican Sen.

George Voinovich of Ohio announced Thursday he supports using the recently enacted $700 billion rescue plan for Wall Street to ensure the viability of the nation's domestic auto industry. To date, the Bush administration has balked at diverting that money to manufacturers and instead has focused on how to release $25 billion in Energy Department loans previously authorized for automakers to retool for new technology. Congress may need to amend the $700 billion rescue package in order to force the administration to help the Big Three. Meanwhile, support is growing to pump money to infrastructure projects such as roads, transit and bridges that states have ready to go as a way to put construction workers back on the job. Earlier this year, stimulus checks to taxpayers were the preferred policy choice because of their immediate effect on a downturn the many people hoped would be short.

Now most experts predict a long downturn through early 2010, requiring longer-term measures. That's why there's pressure for Congress to enact another package of stimulus in a lame-duck session next week that includes infrastructure projects because it would provide the time needed for those projects to get under way in early 2009. However, it's uncertain if there will be such a session. Speaker Nancy Pelosi, sent lawmakers a letter earlier this week saying she won't call the House back into session unless President George Bush is willing to sign the legislation. The Bush administration has taken the position that the $700 billion Wall Street rescue package enacted last month is all that's needed for now.

Bush, in fact, omitted any mention of the debate over another economic stimulus in a speech Thursday about the world financial crisis. But Saturday's summit meeting in Washington of leaders of the world's 20 largest industrialized countries to discuss the international financial crisis may make him reconsider. The momentum for a massive stimulus is building because of growing signs that the economy is deteriorating quickly. Half of this year's 1.2 million job losses have occurred in the past three months. October auto sales plummeted and General Motors may not have enough cash to survive through the end of the year.

Budget watchdog groups already are predicting a $1 trillion budget deficit in 2009. Trade deficit with China is America's largest by far in September than it sold, $13.4 billion more from nations in the Organization of Petroleum Exporting Countries, $8.3 billion more from the European Union, and $7.8 billion more from Canada. The United States also has trade deficits ranging from more than $5 billion to $700 million with the following countries, listed in order starting with the largest deficit: Japan, Mexico, Venezuela, Nigeria, Taiwan and South Korea. Are there any countries the U.S. doesn't have a trade deficit with? Yes, but those surpluses are nothing to brag about.

In August, the United States had a $1.7 billion trade surplus with Hong Kong, $900 million with Singapore, $800 million with MARY ELIZABETH HALL Des Moines Mary Elizabeth (Russell) Hall went to be home with her Lord on Tuesday, November 11, 2008. HELEN YVONNE TSHIRGI Associated Press Some questions and answers about the trade deficit: What counts as trade? Some of what's traded is obvious: stuff. Barrels of oil from Saudi Arabia and containers of coal from West Virginia. Jet engines, TVs, steel beams, toy trains, DVDs, lumber, diamonds, canoes and pens. Tomatoes from Mexico and chocolate from Belgium. Tracksuits from China and cashmere scarves from Scotland.

Nuclear fuel materials. Also included are royalties and licensing fees. With which countries does the United States have the largest deficit? The United States bought $27.8 billion more goods from China Australia and $200 million with Egypt. What's caused our trade deficit? The price of oil, which quadrupled between 2002 and 2006, accounted for half the deterioration in the trade deficit during that period. Until recently, the dollar was declining, helping boost U.S.

exports while making imports more expensive. Why does the trade deficit matter? One reason the dollar has been weak is because of the trade deficit. Just as a person who spends more than he makes needs credit, the United States has financed its trade deficit by borrowing from foreign countries, largely in the form of Treasury debt. At some point, all that debt will have to be repaid. Maxwell Helen Yvonne Tshirgi, 71, passed away Sunday, November 10th in Ames.
